In a medium saucepan, heat the oil and cook the onion and garlic until soft and translucent, about 5 minutes.
Add the water and bring everything to a boil.
Stir through the quinoa and cook, uncovered, for 20 minutes, until the water is absorbed.
Remove from heat, fluff with a fork, and set aside.
Stir through the fresh herbs and lemon juice.
Season with salt and pepper and serve right away.
